摘要: 作为企业获取外部知识资源的重要途径,高技术服务业对于提升工业企业创新潜能的重要性,一直被政府政策和现有研究所强调与关注。然而高技术服务业与企业内部研发在促进工业企业创新中的关系却未有专门研究。本文从多维度视角切入,理论分析了两者之间的互补促进和替代挤出关系,并与企业投资行为模型相结合,考察了高技术服务业对工业企业内部研发的影响。基于中国企业数据的实证研究表明,高技术服务业与企业内部研发在促进工业企业创新过程中呈现显著的替代关系,工业企业仍以内部研发作为主要创新途径。而无论是国际比较还是与工业企业研发的创新回报率对比,均揭示出我国高技术服务业高投入、低生产率、低回报率的现实特征,这无疑是导致上述实证结果的重要原因。进一步研究显示,在高技术服务业发展水平较高的地区,它与企业内部研发的关系出现了由替代向互补转变的端倪。最后本文就如何最大化实现高技术服务业与企业内部研发的协同创新效应,以及两者间的互动互补关系,提出政策建议。
Abstract: As an important way to obtain external knowledge resources, the role of high-tech service industries in promoting manufacturing firms’ innovation has been emphasized by the government policy. However, the relation between high-tech service industries and manufacturing firms’ internal R&D has not been researched. This paper theoretically uses the firm’s investment behavior model to examine the impact of high-tech service industries on firms’ innovation. Based on Chinese firms’ data, the empirical evidence shows that the relationship between high-tech service industries and manufacturing firms’ innovation is substitution. And this is due to the low investment, low productivity and low returns of Chinese high-tech service industries. Finally, this paper provides policy suggestions on how to maximize the co-innovation effect between high-tech service industries and manufacturing firms’ innovation.
